12306 Wheelchair Assistance With a Foreign Passport: Book Station Help
A train ticket buys your journey. The separate 12306 special-passenger request arranges assistance at the station and boarding—not a guaranteed wheelchair space in any carriage.
Quick answer: China Railway offers a special key passenger reservation (重点旅客预约) for qualifying travelers who need mobility or other travel assistance. Its official 12306 instructions say submit the online assistance request at least six hours before departure; with less than six hours, apply in person at the departing station no later than 60 minutes before departure. Submit a separate request for each connecting train.

Train ticket, wheelchair space and staff assistance are three different things
A wheelchair user can pay for a valid China high-speed rail ticket and still need separate help navigating the station, reaching the platform or boarding. Picking first class or business class does not automatically reserve accessible wheelchair floor space, an accessible toilet or staff assistance. Similarly, buying through Trip.com is not proof that your railway assistance request was submitted.
A 2026 foreign visitor using a non-folding manual wheelchair could not find the correct option when booking through a third-party seller; another asked whether choosing a particular seat class guaranteed usable space. The official separate application is called 重点旅客预约 (special key passenger reservation), not a fare class. The national rail operator publishes explicit timelines and conditions.
| What you need | What solves it? |
|---|---|
| A seat on the train | A genuine issued train ticket for your passport |
| Help at station/boarding | 12306 special passenger request and station confirmation |
| A particular wheelchair position or carriage feature | Ask railway staff for exact service/travel compatibility; don't infer from fare class |
Official 12306 rule: six hours online, 60 minutes at the station
The railway's own special-passenger service explanation says registered 12306 users may apply for themselves or a named passenger on a valid ticket. The service is aimed at travelers who, because of age, behavior or physical condition, depend on assistive equipment or need special care when travelling. Online requests must be submitted no later than six hours before departure and include correct ticket and service details.
For a journey with less than six hours remaining, the railway directs customers to apply at the departure station no later than 60 minutes before departure. That is a submission deadline, not a guarantee that a late request can be fulfilled. Earlier in-person arrival is advisable to locate the correct service point.
The published assistance includes help with priority security, ticket/ID check, boarding, station wheelchair or stretcher provision where applicable, and practical guidance. It is dependent on qualifying for the service and on the railway's assessment, not a promise of the same facilities on every train.
How to apply with a foreign passport and issued ticket
- Book a genuine railway ticket first through 12306 or a recognized seller. Use the same full passport identity that you will bring to the station.
- Open the official Chinese 12306 special passenger application, not a travel-agent imitation. A 12306 registered account is required for the online process.
- Read the form as the railway presents it and fill in the actual departing station, destination, train number, assistance needs and correct passenger and ticket details. Use any accepted document proofs the current form requests.
- The form currently shows image attachment fields allowing JPG/JPEG/PNG, up to 5 MB per image. The published 12306 wheelchair application instructions also specify a doctor-signed, hospital-stamped medical diagnosis or discharge summary issued within seven days before travel. Ask railway staff what evidence is acceptable for a foreign visitor; an overseas medical document is not automatically verified or accepted. Do not upload your entire passport image to an unverified link. If a foreign passport type isn't selectable, don't enter a fake mainland ID; seek official staff assistance.
- Submit within the official time limit and keep the application result; **confirm that service was accepted**, not merely that a draft or form page was opened.
CTD has checked the published Chinese page and current public fields, but has not performed a full foreign-passport live account submission. Exact login and applicant-document controls may vary. Railway identity and ticket records must match or the application may be refused.
Connections and the non-folding wheelchair question
For an itinerary with a transfer, official 12306 guidance requires a separate special passenger application for each train segment. You may need coordination at both departure and connection stations; don't assume assistance across platforms or between two different railway services is automatically transferred.
If you use a non-foldable manual or powered wheelchair, describe it explicitly, along with width, weight, your ability to transfer to a fixed seat, whether you travel with a companion, and any boarding/lifting restrictions. Never expect ordinary station staff to physically lift a particular device without advance confirmation. Train models, platform gaps and usable space may differ.
Before accepting a tight connection, ask the originating and transfer stations whether the same mobility aids and time allowances work for both trains. Distinguish an accessible station entrance from having an accessible train carriage. Our seat-class article addresses price and comfort, not your special passenger service.
Airport, metro and railway assistance are separate handoffs
A 12306 special-passenger request covers the railway segment described in that request. It does not automatically book wheelchair help at your airport, an accessible taxi, or assistance through a city metro transfer. Build an accessible transfer as separate confirmed layers.
| Layer | What to confirm | Evidence / route |
|---|---|---|
| Airport arrival | Airline/airport wheelchair assistance, baggage handling and where staff support ends | For example, Shanghai Hongqiao Airport announced upgraded wheelchair-rental support for inbound/transit passengers in July 2026. Confirm the exact airport/airline arrangement for your flight. |
| Airport → railway station | Step-free path, number of transfers, lift availability, whether a vehicle can take your wheelchair and luggage | Use the airport-to-rail transfer guide to identify the exact transport route first, then verify accessibility for that route. |
| Urban metro | Accessible entrance/lift and any staff reservation needed | Beijing Subway's official accessibility guidance says accessible-service signs/hotlines are available across the system and passengers can reserve assistance via 96165 or use the accessible-service button at a station. This is Beijing-specific, not a national promise. |
| Railway station / train | Separate 12306 special-passenger request, station handoff and actual train compatibility | Use the railway process on this page for every train segment. |
| Destination last mile | Accessible vehicle/property entrance and who will meet you | Confirm with the hotel/driver/property; do not assume railway staff continue beyond the station service boundary. |
- Write one handoff list: flight → airport exit → transfer vehicle/metro → railway station → train → destination station → hotel.
- Name the assistance owner for every arrow. If one arrow has no confirmed operator/contact, the journey is not yet fully arranged.
- Avoid tight transfers. Lift routing, staff handoff and a non-folding wheelchair can add time beyond the ordinary map estimate.
- Save Chinese station and hotel names offline. Staff can solve a precise station/entrance problem faster than a generic “I need help to my hotel” request.
For accommodation, see the accessible hotel room evidence checklist. A transport chain is only useful if the destination room/entrance also meets your needs.
Under six hours? Show this Chinese request to station staff
If the online deadline has passed or your 12306 account is blocked, travel to the departure station's staffed railway service desk with your real-name ticket and original passport, at least 60 minutes before your scheduled departure (more time is prudent). Explain that you want to apply for 重点旅客预约, not simply ask to jump the security line.

I have a foreign-passport rail ticket for [train/date/stations]. I use a wheelchair and need accessible entry, waiting and boarding assistance. Can I apply for the special passenger service? I also change at [station]; do I need a separate request?
A message and ticket do not guarantee special passenger approval. The railway may require supporting information and refuse incomplete or mismatched applications under its published conditions.
Frequently asked questions
Can I apply without a Chinese phone number?
The published service applies to registered 12306 accounts. Public instructions do not prove that every foreign phone number and foreign passport combination will complete its Chinese-language form. Use official railway support or the departure-station staffed route rather than a fabricated domestic ID.
Does first class guarantee a wheelchair space?
No. Fare category and on-board accessibility requirements are different decisions. Confirm your actual train's wheelchair arrangement with rail staff before travel.
What if my connecting train is a different station?
12306 says to apply separately for each connecting train. Ask the railway how mobility assistance works between the actual stations and allow transfer time.
Is special passenger service a different ticket?
No. You need an issued real-name ticket first and make a separate assistance request for qualifying support.
