Quick answer

Beijing has a particularly strict rule for drones, and the date of your journey matters. Under the Beijing regulation effective November 15, 2026, the entire municipality is controlled airspace, recreational drone flights are prohibited, and the rule also prohibits possessing or storing drones and their core parts in Beijing, and transporting or carrying them into the municipality. This is much broader than a normal drone no-fly zone. Read the current published regulation.

Before or after November 15?

Your Beijing travel date What to check before committing to your itinerary
Before November 15, 2026 The earlier Beijing regulation, effective May 1, already restricts flying and carrying drones into the city. It contained a narrow exception for an existing aircraft whose real-name registration and information verification were completed and carried by its owner or manager; do not assume your ordinary UOM registration alone satisfies Beijing's separate verification.
From November 15, 2026 The revised regulation prohibits possession, storage, transportation and carrying into Beijing unless a specifically applicable legal exception exists. Tourist convenience, having a sub-250g drone, or possessing a UOM QR code is not stated as an exception.
Uncertain flight or train itinerary Determine whether the actual journey enters Beijing municipality. Ask your operating airline or railway about carriage and transfer logistics, and obtain specific guidance from Beijing authorities before traveling with a drone. Do not treat an airport airside transfer as an automatically recognized exemption.

These are two different legal versions. The November wording should never be presented as if it had already entered force in October.

What does 'Beijing' cover?

The legal wording is 北京市行政区域 — Beijing's administrative territory, not just the Forbidden City, Tiananmen Square or the central districts. The new rule is not simply a ban on launching a drone: it expressly covers carrying it into the city and holding it there. This matters for passengers changing transport, checking into a hotel, or traveling onward to another city.

Do not invent a Beijing airport exemption: the text of the general tourist regulation does not identify one. A carrier allowing a lithium battery on board is a different test from whether entering Beijing with the aircraft is lawful.

Four traveler scenarios

  1. Beijing hotel then Shanghai or Guilin: under the rule effective November 15, do not bring a recreational drone into Beijing as part of a normal tourist trip. Change the route or make a verified lawful arrangement before departure.
  2. International connection at PEK/PKX: transit arrangements depend on the actual handling and whether the drone legally enters the municipality. Seek written confirmation from the operating airline and competent local authority; don't assume 'no flight planned' makes carriage permitted.
  3. Train via Beijing: the relevant question is not only battery carriage on the train; the Beijing municipal restriction may also apply if the item is brought into the city.
  4. Foreign UOM registered owner: registration is not a local possession waiver. The special-support rules are aimed at prescribed essential, educational, manufacturing and agricultural needs, not ordinary tourist photography.

How to keep your drone out of a Beijing itinerary

Several travelers planning multi-city China routes have asked whether they can ship their DJI aircraft to their next city rather than carry it through Beijing. This is a logistics question, not a loophole in Beijing's drone rules. From November 15, 2026, the new regulation also bans ordinary possession and storage inside the municipality. The safest plan is to make the lawful alternate route before the drone approaches Beijing.

1. Where is the drone now?Outside Beijing → plan a route that avoids taking it into the municipality. In Beijing before Nov 15 → check applicable rules and deadline.
2. How will it move?Ask an actual parcel carrier about aircraft, installed battery, loose batteries and route. Do not rely on airline baggage approval for courier shipment.
3. Who can receive it?Confirm by name with hotel, friend or collection service whether deliveries, holding periods and foreign-ID collection work for you.
4. What if you cannot verify?Do not enter Beijing with the drone based on a guessed airport storage option. Arrange to leave it outside the route or change the itinerary.

Do not mistake the 2026 free EMS window for tourist parcel service

Beijing government announced three transition paths for drones already held locally. One allows verified owners to send drones outside Beijing with EMS without shipping charges from September 12 to November 14, 2026, under applicable information-verification and programme terms. It is not a general permanent service for foreign visitors landing at PEK/PKX and ends before the revised regulation starts. Beijing's original government announcement.

Can you have a courier move your Mini from Chongqing to Shanghai?

That is a possibility to check, not a guaranteed workaround. Ask the selected company whether it will accept the drone body, installed lithium cell, controller, and especially loose flight batteries. A carrier may require special packing or decline lithium batteries. Confirm actual drop-off and pickup cities, recipient identification, signature, parcel tracking, estimated holding period and costs. Ask your Shanghai hotel whether a parcel can be accepted before your arrival; do not send private passport scans to a random third party. See DJI's transport and shipping guidance.

Illustrative airport baggage reclaim; transit baggage handling must be confirmed by the operating airline and authorities.
Airline baggage check-in is not legal permission to carry or store a drone in Beijing. Confirm the transit type and competent authority before flying.

What about Beijing airport layovers?

Transit scenarioQuestion to resolve before booking
PEK / PKX, staying airsideDoes this precise itinerary bring drone or baggage into the Beijing administrative area for purposes of the restriction? Ask airline and Beijing competent authority. No blanket exception verified.
Separate airline tickets or checked-bag reclaimWill you need to cross immigration, collect/recheck checked luggage or enter a storage facility? Ask for a specific written answer rather than an internet anecdote.
Beijing overnight hotel or train transferA stay and possession inside the city engages municipal rules, separate from any battery policy.
Airport storage/courier counterPublic availability, legal acceptance, identification, storage conditions, fees and days have not been officially verified. Do not plan around an assumed service.

A script for the carrier or airline

English: “My aircraft is a [model], with [number] spare lithium-ion flight batteries of [Wh]. I am transferring at [PEK/PKX] on [date]. Will the aircraft be accepted and can the transfer be completed without a prohibited local possession or storage step? Please direct me to the authority that can confirm the municipal rule.”

Chinese: “我于[日期]在[首都/大兴]机场中转,携带[型号]无人机及[数量、Wh]电池。请问运输和行李处理方式是否符合北京市无人机携带、存放相关规定?应向哪个主管部门核实?”

If any needed authority or operator cannot provide a dependable answer, the guide's do not carry the drone into Beijing default remains the appropriate tourist plan. Carrier-specific promises, unofficial prices and informal confiscation stories are not reliable legal exceptions.

What to do now

If your trip is before November 15: consult the older May 1 rule and its separate information-verification conditions; keep evidence of what Beijing authorities confirm. Do not use a generic nationwide drone registration certificate as a substitute.

If your trip is on or after November 15: the safe default for ordinary tourism is to leave your drone out of your Beijing itinerary. If a special legal exception may genuinely apply, the Beijing public-security special-support pathway requires its own assessment; don't assume approval.

If you are planning to fly elsewhere: see China drone registration, carrying drone batteries on a plane and the national airspace lookup guide.

Common questions

Is a DJI Mini exempt because it weighs less than 250g?

No general weight-based tourist carriage exemption appears in Beijing's revised possession and transport rules.

Can I bring a drone into Beijing but never fly it?

From November 15, 2026, the new law explicitly addresses possession, storage and carrying into Beijing, not just flight.

Can I transfer through Beijing airport with a drone in checked luggage?

Do not infer a blanket transit exemption. Confirm the actual connection and baggage handling with your operating airline, and request current guidance from Beijing authorities before travel.

Does CAAC UOM registration override the Beijing rule?

No. National registration and local restrictions are separate obligations.
