China Travel Decisions · 24-Hour Transit

Can You Leave the Airport on China’s 24-Hour Visa-Free Transit?

The 24-hour policy is broader than the 240-hour nationality list, but it does not automatically authorize a city visit. If you need to leave the restricted port area, you must first obtain a temporary entry permit from immigration inspection.

Quick answer: China’s 24-hour visa-free transit applies to travelers of all nationalities who meet the transit conditions and remain in the restricted port area. If you want to leave that restricted area — for example to collect bags landside, sleep in a landside hotel, visit the city or change airports — NIA says you must first obtain a temporary entry permit from the immigration inspection authority at the port. That permit is not guaranteed.

24-hour transit flow: check onward connection, stay airside or need landside access, apply for temporary entry permit, keep fallback.
Under 24 hours does not automatically mean “free to leave the airport.” Airside transit and temporary entry are separate decisions.

Do you actually need to enter China?

24-hour transit and temporary entry are two layers

LayerWhat it allowsWho qualifies
24-hour visa-free transitInternational transit while remaining in the restricted port areaNationals of all countries meeting the travel-document/onward-ticket conditions at open ports
Temporary entry permitPermission to leave the restricted port area during the transitTransit travelers approved by immigration inspection at the port
Do not import the 240-hour rules here. The 24-hour policy has a different nationality/port structure. Likewise, being under 24 hours does not guarantee temporary entry.
International airport immigration and transit context in China
The legal decision point is immigration: stay inside the restricted port area, or request temporary entry to go landside.

Three practical questions to ask before flying

  1. Are bags through-checked to the international onward flight? Get the answer from the operating carriers, especially on separate tickets.
  2. Is the transit hotel airside? “Airport hotel” does not automatically mean inside the restricted area.
  3. Does the connection require a different terminal or different airport? A landside transfer needs enough time and entry permission.

Temporary entry permit: what to prepare

NIA’s interpretation says applicants who need to leave the restricted area should present the relevant travel document, onward ticket and transit information to immigration inspection. Entry can be refused under specified circumstances, so treat the permit as an application, not a right.

  • Valid passport or other accepted international travel document.
  • Confirmed onward international ticket within the 24-hour transit structure.
  • Boarding/booking information showing the next destination.
  • Hotel/transfer plan if that is why you need landside access.
  • Enough connection time to recover if the permit is not issued quickly.

If temporary entry is not granted

  1. Remain in the permitted transit area and follow immigration/airport instructions.
  2. Ask the airline how baggage/hotel handling changes.
  3. Do not force an airport transfer or hotel booking that requires entry.
  4. If your planned transit fundamentally requires landside entry, redesign the itinerary before travel or use a different lawful entry basis.

Frequently asked questions

Does every nationality get the 24-hour transit policy?

NIA describes the 24-hour visa-free transit policy as applying to nationals of all countries who meet the conditions at open exit-entry ports.

Can I visit downtown during a 10-hour layover?

Only if immigration grants temporary entry. The short layover itself is not the permission.

If my hotel is inside the airport, do I need to enter China?

It depends on whether the hotel is inside or outside the restricted transit area. Confirm with the airport/hotel.
