China Hotel Refuses Foreign Guests? What to Do at Check-in (2026)

Quick answer: A hotel in mainland China should not reject your booking simply because it supposedly lacks a licence or qualification to host foreign guests. A 2024 nationwide policy notice tells booking platforms and accommodation providers not to impose that restriction. But the policy does not make an unavailable room available or automatically settle a booking dispute. If reception turns you away, ask for the exact reason, show your passport and reservation, involve the duty manager and contact the booking platform before paying for a second hotel. Chinese government policy.

Hotel accommodation is different from staying in a private home in China.

Key takeaways

  • The claim “we do not have foreigner-reception qualifications” is not a sound blanket reason to exclude overseas visitors under the government guidance.
  • Chinese hotels perform lodging registration for their overseas guests. Do not confuse this with the separate online police registration process for private apartments and other non-hotel stays.
  • At the front desk, your first goal is to determine whether the obstacle is a mistaken hotel rule, a passport-entry issue, a booking mismatch or genuinely unavailable accommodation.
  • Save the booking confirmation, prepaid receipt, hotel name, check-in date and actual refusal reason before discussing rebooking or reimbursement.
  • If you are stranded late at night, securing safe accommodation can be more urgent than resolving the dispute on the spot.

Before booking: verify the exact property, not a “foreigner-friendly” badge

China’s July 2024 nationwide accommodation notice says local authorities and booking platforms should not use a supposed qualification requirement to stop accommodation providers from receiving overseas guests, and hotels should not illegally advertise that they do not accept foreign guests. A separate Ministry of Commerce accommodation guide says foreign travelers can book hotels online or by telephone and present a valid passport at reception for registration. Read the central-government summary and official accommodation guide.

Practical implication: do not search for a mythical nationwide “foreign-guest licence” badge. Instead, verify the exact branch you are booking and keep written evidence of what it tells you. This is risk reduction, not a legal requirement or a guarantee that a later staffing or booking problem cannot occur.

  1. Match the exact property. Confirm the Chinese/English hotel name, branch and street address before messaging anyone.
  2. Ask one precise question in the booking-platform chat, hotel email or official phone channel: can this property check in a guest using a foreign passport and complete the required hotel accommodation registration?
  3. If you will arrive late, ask that separately. Foreign-passport acceptance and a late-arrival/no-show rule are different issues. Use the late check-in after midnight guide to choose the correct hotel night and confirm the arranged arrival time.
  4. Save the written reply with the reservation. Keep the property name, booking number, check-in date and the staff/platform response together.
  5. If the reply says “we do not have foreigner qualifications,” ask the platform or hotel manager to recheck the July 2024 central policy rather than cancelling first and arguing later.

Why some hotel listings still cause confusion

In July 2024, China's Ministry of Commerce and six other departments called for hotels and online booking providers to improve service to foreign visitors. The government notice says they must not illegally advertise that foreign guests are unwelcome or restrict accommodation operators based on a supposed foreign-guest qualification. Full government summary.

That followed actual visitor complaints about budget and smaller-city hotels saying they lacked 涉外资质 (“foreign-related qualifications”) or did not know how to register passport details. The ministries' public response addressed that particular pretext. These complaints do not establish that every hotel or reservation problem in 2026 is unlawful discrimination.

An invalid booking, sold-out room, incorrect arrival date, payment disagreement or another specific issue needs a different resolution. Ask staff for the exact obstacle rather than treating every refusal as the same issue.

What to do at reception

What reception says What to check Your next move
“We cannot accept foreigners” or “No foreign-guest qualification” Is this the only reason? Politely show the government notice and ask a manager to confirm the registration procedure.
“We cannot input your passport” Do they need another staff member or check-in workflow? Ask the duty manager to contact whoever handles foreign-guest lodging registration.
“We cannot find your booking” Correct hotel address, guest name, passport details, date and order number Use the booking-name/passport mismatch recovery, then contact the booking platform with the staff member present if possible.
“No room available” Oversold, cancelled, wrong date or late arrival condition Seek written confirmation of the problem; ask the platform about relocation or refund conditions.

I have a reservation and a valid foreign passport. Could you check how to register a foreign guest here? If the hotel cannot accommodate me, please explain the specific reason and ask the duty manager to assist.

If the issue concerns how lodging registration works, the National Immigration Administration's service information explains the difference between hotels and other places of stay. The NIA 12367 helpline is a source of official immigration-service guidance; it does not replace your booking platform's dispute process.

Save evidence before leaving

Take a screenshot of your reservation and any prepayment terms. Record the hotel's actual name and address, the time you arrived, the reason staff gave, and the steps you took to request manager assistance. Do not secretly collect another guest's passport or personal information.

Contact the platform where you booked. Ask it to confirm the hotel's refusal, obtain a documented cancellation or relocation decision, and explain the refund timeline if relevant. If your room was prepaid, avoid accepting an unrecorded cash arrangement that could make the original payment hard to reconcile.

If you must pay for an alternative hotel, keep that receipt. Whether you can recover additional costs depends on the booking contract, circumstances and applicable rules; no guide can guarantee a refund.

Refund or relocation after a hotel booking problem

The safest recovery order is usually document → contact the booking platform → get a written resolution → only then pay for a replacement when practical. Do not assume that a refusal, overbooking or check-in failure automatically creates the same refund right under every rate and platform.

ProblemWhat to do firstWhat not to assume
The hotel says before arrival that it cannot honor the confirmed bookingAsk the platform to document whether the booking will be changed, relocated or cancelled and who pays any price difference.Do not cancel the original booking yourself until you understand whether that changes your platform protection.
You arrive and the confirmed room is unavailableContact the booking platform from the lobby and keep the hotel’s written explanation.Do not assume you can book any replacement at any price and recover it later.
The hotel refuses only because you hold a foreign passportSave the refusal reason, show the central policy, involve a manager and ask the platform to record the refusal.Do not treat the dispute as solved merely because another hotel accepts you.
You pay for a replacement hotel for safety or because it is lateKeep the replacement invoice, transport receipt and original booking/payment evidence.Extra-cost reimbursement depends on the booking terms and evidence.
The failure involves your arrival time or booking identity detailsCheck the agreed arrival time and the guest/passport fields first.Late arrival or incorrect ID details can fall outside some platform guarantees.

For example, Trip.com’s current Hotel & Homes Service Guarantee says that if a confirmed property cannot provide a room it will try to coordinate the stay, but its Room Guarantee terms require the guest to contact Trip.com and exclude cases including not arriving by the arranged time. The platform’s general terms also warn that incorrect name/ID details can prevent hotel check-in. Current Trip.com Service Guarantee.

  1. Ask for a written outcome. “Refund requested” is not the same as “refund approved”; record the amount, method and expected processing route.
  2. Keep both sides of the transaction. Save the original payment/authorization and the platform/hotel cancellation or relocation record.
  3. If you need another room immediately, ask the platform what replacement cost it will recognize before booking when practical. Safety comes first if you are stranded, but do not promise yourself reimbursement.
  4. For an after-midnight arrival, use the late check-in/no-show guide.
  5. For a guest-name or passport mismatch, use the booking-name recovery guide.

Hotel registration is not private-home registration

When you stay in a hotel, the hotel handles the required lodging registration. When you stay with a friend or in a non-hotel residence, you or your host generally need to register within 24 hours of arrival. The NIA introduced nationwide online registration for non-hotel accommodation on September 21, 2026, with in-person channels remaining available. For choosing accommodation in advance, see where to stay in Beijing and verify the exact property and reservation conditions before paying.

FAQ

Can a budget hotel legally say it has no foreigner licence?

The 2024 central-government response rejected the blanket “no foreign-related qualification” pretext. Confirm that the hotel is actually refusing on that ground, not for a separate documented issue.

Do I have to visit the police station myself after hotel check-in?

Ordinarily, the hotel registers its guests. Private-home accommodation has a different process.

What if the manager will not help?

Document the refusal, seek safe alternative lodging, ask the booking platform to resolve the original reservation, and seek official guidance on the accommodation-registration rules if needed.

Can I demand a full refund immediately?

You can request a written resolution, but the timing and entitlement depend on the booking terms and the precise circumstances. Avoid promising yourself an automatic outcome.

Rules checked October 18, 2026. This is traveler guidance, not a guarantee that an individual property or booking platform will resolve a dispute in a particular way.
