China Travel Decisions · 240-Hour Transit
Can You Take High-Speed Rail Between Cities During China's 240-Hour Visa-Free Transit?
The 240-hour policy is no longer limited to one city cluster: NIA explicitly allows cross-province travel within permitted areas across 24 provincial-level regions. The boundary is the permitted-area list, not whether you travel by plane or high-speed rail.
Quick answer: Yes — eligible 240-hour transit travelers can make cross-province trips within the permitted areas. NIA's 2024 expansion notice explicitly says cross-province travel is allowed within the permitted areas of the 24 covered provincial-level regions. In 2026 the policy covers 57 nationalities, 65 designated entry/exit ports and permitted areas in 24 provincial-level regions. High-speed rail can therefore be part of a valid itinerary, but it does not give permission to leave the permitted area.
Test the structure of your route
Which route pattern matches yours?
Shanghai and Beijing are within the policy's permitted-area system and NIA allows cross-province travel within allowed areas. You still need: an eligible nationality, ordinary passport, eligible entry and exit ports, confirmed departure within 240 hours, and onward travel to a third country or region.
Check the city, not just the province name.NIA's public policy examples include partial provinces. For example, Shanxi was limited to Taiyuan and Datong; Jiangxi to Nanchang and Jingdezhen; Guangxi lists specific permitted cities. Do not mark an entire partially permitted province green.
Do not rely on 240-hour transit for that itinerary as written. The policy authorizes stay within permitted areas. Change the itinerary so every place you intentionally stay/visit is within the current NIA permitted area, or obtain the appropriate visa/entry basis.
This is an edge case: get an official answer before travel. The reviewed public NIA wording clearly regulates the areas in which you may stay/travel, but it does not explicitly answer every domestic rail-routing scenario where a train passes through a non-permitted area without you disembarking. Ask NIA 12367 with the exact train number and route rather than relying on a forum answer.
This fails the basic transit pattern.240-hour visa-free transit requires onward travel to a third country or region. A → China → A is not the ordinary qualifying pattern.
The important rule changed: cross-province travel is allowed
Older 72/144-hour guides often describe isolated city clusters. NIA's 19 December 2024 policy expansion changed that structure. Its official English announcement says eligible travelers may make cross-province travels within the allowed areas in the 24 covered provincial-level regions.
| Policy element | Current reviewed rule | Your action |
|---|---|---|
| Eligible nationalities | 57 as of 20 Aug 2026 | Check your passport nationality on current NIA policy |
| Entry/exit ports | 65 designated ports | Both your China entry and exit plan must use an eligible route/port under the policy |
| Stay duration | Up to 240 hours / 10 days under the policy calculation | Keep confirmed onward departure within the permitted period |
| Domestic movement | Cross-province travel within permitted areas is allowed | Validate every place you intentionally visit/stay |
| Purpose | Tourism, business, visits and family visits allowed | Work/study/news activities needing prior approval still require the right visa |
“24 provinces” does not mean every square kilometer is open
The permitted-area list is the critical map layer. NIA's expansion notice gives useful examples:
| Area example | What NIA says | Planning consequence |
|---|---|---|
| Anhui, Hainan, Guizhou | Entire province included in the 2024 expansion | Normal city-to-city travel inside those provincial boundaries is structurally simpler |
| Fujian, Hubei, Shaanxi | Expanded to the entire province | Routes such as a permitted-port entry plus inland travel in that province can fit the area rule |
| Shanxi | Limited to Taiyuan and Datong in the cited expansion notice | Do not assume another Shanxi city is permitted |
| Jiangxi | Nanchang and Jingdezhen in the cited expansion notice | Validate city, not province label |
| Guangxi | Specific named cities including Nanning, Guilin, Beihai and others | Use the NIA list, not a generic province map |

What to have ready at immigration
- Ordinary passport meeting the current nationality/validity conditions.
- Confirmed onward ticket to a third country or region with a departure date within the permitted stay.
- Your China entry port and planned China exit port.
- Domestic train tickets or reservations showing how you will move between cities.
- Hotel/accommodation details for the cities in your itinerary.
- A simple itinerary showing that the places you intentionally visit are within the NIA permitted areas.
A real traveler report can help identify what immigration may ask for, but it does not replace the official rule. Treat your train/hotel itinerary as supporting proof, not as permission by itself.
What if the train passes through a non-permitted area but you never get off?
Do not guess. The public policy text we reviewed clearly allows cross-province travel within permitted areas, but does not explicitly settle every through-train routing that physically traverses a non-permitted area without a stop by the traveler.
- Write down the exact train number.
- List the stations/regions it passes through.
- List where you actually board and get off.
- Ask NIA 12367 whether that specific routing stays compliant.
- Keep the answer/reference with your itinerary if practical.
Question for 12367 / immigration
我计划使用240小时过境免签,从【入境口岸】入境,在【停留城市】停留,然后乘坐【车次】前往【出境口岸】离境。列车途中会经过【地区】,但我不会下车。请确认这个行程是否在允许停留区域规则内。
I plan to use 240-hour visa-free transit, entering at [port], staying in [cities], then taking train [number] to exit at [port]. The train passes through [area] but I will not get off. Please confirm whether this itinerary complies with the permitted-area rule.
Frequently asked questions
Can I enter in Shanghai and leave from Beijing?
The cross-province policy structure can allow this when all conditions are met: eligible nationality, eligible entry/exit ports, permitted stay areas, 240-hour timing and onward travel to a third country/region.
Can I take domestic high-speed rail during the 240 hours?
Domestic transport is not the prohibition; the boundary is whether your travel remains within the policy's permitted areas and overall conditions.
Can I go anywhere in China now?
No. NIA still uses a defined permitted-area list, and some provinces have partial coverage.
