Quick answer
Start from the official CAAC UOM website, not an unofficial app download. Foreign visitors sometimes cannot find UOM in their country's app store, but the official site has a web registration entry at uom.caac.gov.cn. This does not prove that foreign-number SMS verification or passport identity review can always be completed overseas. Identify the actual stage first.

No Chinese phone number or UOM app? A foreign visitor’s recovery route
Before buying a SIM or changing your App Store: check the official CAAC UOM website from your browser first. A UOM app missing in your home-country store does not prove web registration is impossible. However, successful webpage access does not mean your foreign identity, SMS or contact fields will be accepted.
App unavailable in your country
Use the official UOM browser entry. Do not use unofficial APK downloads, pay a stranger to open an account, or share your UOM password. The UOM website troubleshooting guide owns access failures.
A local +86 SMS is requested
Look at the actual field. Some foreign visitors report needing a mainland number during the registration path; we have not confirmed a reliable foreign-number alternative for every 2026 UOM step. A local number can help receive messages, but it is not a promise of passport approval.
Foreign name or photos rejected
Choose the personal foreign-document route. Match the live field labels for passport name, document category and passport evidence. Do not copy an unverified name separator or residential-address format from a forum; use the rejection reason in your account.
SMS never arrives or review stalls
Distinguish an unreceived sign-in code from a manual identity-review result. Capture a redacted stage label and timestamp. Then follow the pending and rejected troubleshooting guide; avoid creating duplicate accounts.

DJI Mini 5 Pro / Neo 2 owners: do not skip the device check
Confirm the exact aircraft model and real aircraft serial number, not controller serial, and make sure the device is linked to the correct account. DJI model manuals can describe China-region activation requirements separately from CAAC UOM registration. These are different checks. A QR code does not grant flight-zone permission; use the official airspace and permit guide after the registration result.
If your trip begins soon and you cannot confirm the foreign-passport route or SMS contact requirements in time, plan for not flying rather than relying on an agent's promise of same-day approval. Our human help request is an option only if you need help with a specific stage; you still need to supply your documents and participate in verification.

Which phone number do you need?
A data-only travel eSIM often does not provide a local number capable of receiving verification SMS. If the live UOM field explicitly requires a mainland +86 number, do not assume a foreign SIM or changing the app-store region will bypass it. Visitor reports suggest phone and SMS requirements can be stumbling blocks. This research could not verify a universally accepted foreign-number route for all steps, and even a valid +86 number does not guarantee an approved passport review.
Record the exact Chinese field label and error, conceal the phone number and OTP, and ask official UOM support for the currently accepted foreign-document method. If departure is imminent and verification remains unresolved, plan not to fly. A third party cannot lawfully guarantee approval or waive identity checks.
DJI Mini 5 Pro or Neo 2?
Confirm the exact aircraft model, aircraft serial number, firmware region and any DJI Fly real-name activation message separately. DJI's China-region requirements do not make CAAC registration automatic. Keep the UOM identity and aircraft status screens as separate evidence.
What to send to official support
English: I am traveling to China on [date], with a [model] drone and foreign passport. The UOM page shows [exact Chinese error]. Is a +86 SMS number mandatory for this specific account / identity / aircraft step? What is the current process for foreign visitors?

Only submit unredacted identity documents within official UOM or a separately verified secure service channel. Do not publish passport photos or one-time codes in comment threads.
FAQ and alternatives
Can I register from overseas?
The web entry is public, but completion of foreign-passport review and required phone SMS before arrival is not guaranteed. Check the live process and allow for manual review.
Do foreigners need WeChat?
Chinese resident ID face recognition and foreign-passport documentary review are not identical. Do not invent a Chinese national ID or acquire a stranger's account; use the foreign-document flow actually presented in UOM.
Can an agent register without my participation?
An agent may help navigate screens or interpret instructions, but the applicant still needs to provide legitimate verification material and may need to receive or enter codes. Nobody can guarantee CAAC approval.
UOM QR exists but DJI Fly still says unregistered?
That is a separate synchronization task, not necessarily a registration rejection. Use our UOM and DJI Fly recovery guide.
Use the original 17-step interactive registration workspace to perform the normal registration. Seek human-assisted registration only if a concrete stage cannot be resolved reliably.
