What rate and fee will Alipay apply when I pay with my foreign card?
Wallet apps, foreign cards and cash can each convert currency differently, so the fee depends on which one you actually use.
Quick answer: Alipay does not set the exchange rate: your card network and issuing bank do, so check your card statement. Alipay's own fee is generally waived at ¥200 or less and may be 3% of the full amount above ¥200.
When does this rule apply?
- You want to know which exchange rate applies to an Alipay payment made with an overseas bank card: The rate comes from your card organization and issuing bank, not from Alipay; the actual billing statement shows the specific rate applied
- The transaction amount is 200 yuan or less: Generally exempt from the platform's service fee
- The transaction amount is above 200 yuan: A service fee of 3 percent of the full transaction amount may apply
- You are about to confirm a payment: Check the payment page for applicable fees and promotional exemptions before confirming
- You are planning how much to spend through the linked card: Single transaction limit up to $5,000 and annual cumulative limit up to $50,000; check the app for the limits on your account
What each part of the cost comes from
| Cost component | Who sets it | What to check |
|---|---|---|
| Exchange rate | Card organization and issuing bank | Your card billing statement |
| Platform service fee | Alipay / Weixin Pay | Payment page before confirming; generally exempt at 200 yuan or less, may be 3% of the full amount above 200 yuan |
| Transaction limits | Alipay / Weixin Pay account | The app for limits applicable to your account |
What to do
- Before confirming, read the amount and any fee shown on the Alipay payment page.
- If the amount is above 200 yuan, expect a possible 3% service fee on the full amount.
- Pay and keep the confirmation.
- Check your card statement for the exchange rate your card organization and issuing bank applied.
Before you commit
- Whether the transaction is at or below 200 yuan
- Whether the payment page shows a fee or a promotional exemption
- Whether the amount is within your single-transaction and annual limits
Have these ready
- The transaction amount in yuan
- The fee line shown on the payment page
Next action
Alipay payment confirmation screen, then your card issuer's billing statement
How to confirm it worked
You saw the fee line on the payment page before confirming and can match the rate on your card statement to the transaction.
If this does not work
If the payment page does not show a fee or you cannot confirm the rate, ask the merchant or your card issuer about the rate and any conversion charge before paying again.
Ask about the fee on this payment
请问这笔付款有没有服务费?是按全额还是超出部分计算?汇率是按谁的汇率?
Is there a service fee on this payment? Is it charged on the full amount or only the excess? Whose exchange rate is used?
Other questions
Does Alipay set the exchange rate for my foreign card payment?
No. The rate is provided by your card organization and issuing bank; check your actual billing statement for the specific rate.
Is the 3% fee charged on the whole amount or only the part above 200 yuan?
The published guidance describes a service fee of 3 percent of the full transaction amount for transactions above 200 yuan, and general exemption at 200 yuan or less.
Are the fees and limits the same for WeChat Pay?
The same Shanghai guidance lists the 200-yuan threshold, 3 percent fee and the $5,000 single and $50,000 annual limits for overseas cards linked to both Alipay and Weixin Pay; check the app for your account.
Where do I see the fee before I pay?
Check the payment page for applicable fees and promotional exemptions before confirming the payment.
