Quick answer: If Alipay or Weixin Pay (WeChat Pay) fails while you are standing at a cashier in mainland China, do not keep retrying an uncertain charge. Ask whether the merchant can accept a different supported mobile wallet, a foreign bank card through its POS terminal, or RMB cash. If your overseas card also fails, check a recognized bank ATM for RMB withdrawal or ask for a legitimate currency-exchange service. China’s official visitor guide lists mobile payment, payment cards and cash as separate payment routes, but their availability varies by merchant. Chinese government visitor guide · Shanghai’s September 2026 overseas-card instructions.
This page answers “How do I pay for this purchase now?”, not how to pass a passport-verification screen. For Alipay account and identity trouble, use Alipay Verification Failed. For first-time setup, use Alipay for Tourists.
Payment failure router
Where did payment fail?
Key takeaways: your three-layer payment backup
- First layer — one working mobile wallet: Alipay or Weixin Pay bound to a supported overseas card. A successful card link does not guarantee every merchant or transaction will work.
- Second layer — foreign-issued card directly at the cashier: look for the UnionPay, Visa, Mastercard or other payment-network logos on an actual POS terminal. A merchant displaying only a QR code may not have card acceptance.
- Third layer — modest RMB cash: acquire legitimate yuan notes through a bank, licensed exchange counter, or ATM displaying your card network. Keep small denominations where practical.
- Local transport fallback: in cities such as Shanghai, a staffed metro station service counter can sell a single-journey ticket using eligible domestic or international bank cards, independently of your payment app’s transport QR code.
- Never rely on an SMS code being delivered to a new Chinese number if your card issuer still sends verification to your home number. Keep a legitimate bank-approved method of authorizing overseas transactions.
- A payment showing “processing” is not necessarily rejected. Review receipts and bank authorizations before asking the merchant to collect the same amount again.
The specific checkout terminal, local institution and card issuer determine what works. This is a fallback decision tree, not a promise that a particular card will work at every small shop.
The two-minute cashier decision tree
| What you see at checkout | What it may mean | Safest next move |
|---|---|---|
| “Payment failed” and no debit or merchant receipt | The transaction appears unsuccessful, but verify first | Ask if the cashier accepts another supported wallet, card or RMB cash |
| Money is deducted, but the seller says no payment arrived | Authorization, delayed receipt or a transaction-record mismatch | Stop retrying, save merchant/order details, confirm actual status with the provider |
| Alipay opens but your QR code cannot be used | Wallet verification, selected funding source or merchant acceptance may differ | Switch to a legitimately supported alternative payment method |
| WeChat Pay fails to link your overseas bank card | Issuer authorisation or product restrictions | Ask your bank and wallet support; use POS card/cash where supported |
| POS terminal declines the foreign card | Merchant network, issuer or card restrictions | Ask whether another network is accepted; try another legitimate card or RMB cash |
| You cannot open any app or receive SMS | Connectivity or roaming problem | Try a physical card or cash; fix data/SMS separately after paying |
If a payment app already shows a confirmed successful transaction, do not pay twice without resolving the receipt mismatch. See the related TenPayGo charged-but-failed guide for an analogous reconciliation checklist; the specific provider’s terms still control refunds.
Backup 1: Pay with a foreign Visa, Mastercard, UnionPay or other supported bank card
China’s national payment guidance says overseas visitors may pay with bank cards at merchants whose POS terminals display the corresponding payment-network logos. Shanghai’s September 2026 municipal guide specifically lists participating merchants accepting UnionPay, Visa, Mastercard, American Express, JCB, Diners Club or Discover. It does not say every corner shop has an international-card POS machine. Shanghai municipal official guidance.
At the cashier, ask:
- “Can I pay directly with my Visa or Mastercard?” or show the card logo.
- Confirm the terminal supports your card network, not merely domestic debit cards.
- Review the amount in CNY before authorizing.
- If the issuer demands an OTP, use its approved app or existing registered contact channel.
- Keep the receipt until your bank records settle.
A foreign-card POS transaction is not the same as paying through Alipay with an overseas card. Service fees, currency conversion and account restrictions can differ between the two routes. Ask your bank about foreign-transaction fees; do not assume a cash exchange rate or card surcharge from an unrelated article.

Backup 2: Use RMB cash without depending on a payment app
If the seller accepts cash, you can pay in renminbi (RMB). China’s national visitor guide explains how to obtain RMB through bank exchange counters, qualified exchange locations, airport facilities and compatible ATMs. When possible, carry a modest mix of smaller notes for transport, food or a phone with no data. Do not rely on foreign-currency banknotes being accepted by ordinary merchants. National government visitor guide.
For cash from an ATM:
- Find a machine displaying your card network’s logo.
- Use an ATM at a reputable bank or other official supervised location.
- Check the network/issuer withdrawal limit, exchange markup and potential fees before committing.
- Secure the cash and protect your PIN from observation.
- Keep the transaction receipt and check the bank balance if the machine does not dispense cash normally.
Shanghai’s current official foreign-card guidance states that an ATM may impose a per-withdrawal limit, and issuers may impose additional restrictions; actual limits vary. It is safer to verify the current ATM display than tell travelers they can always withdraw a fixed amount. Shanghai overseas-card guidance.
If you cannot withdraw, ask a bank or authorized currency-exchange service for supported alternatives. Never hand your passport, PIN or bank app login to a stranger who offers to make a QR payment for you.
Backup 3: Switch to another legitimate wallet, not a stranger’s account
The national guide describes Alipay, Weixin Pay and eligible UnionPay or selected international e-wallet integrations. Your bank and your account must still be eligible. An overseas e-wallet operating at an Alipay partner merchant is a separate route, not a universal acceptance guarantee. Official national guide.
If one wallet fails, an alternative may work if you already have a verified account and supported card. Before a trip, independently set up both wallets if eligible, check which overseas account/phone number they support, and make a small legitimate test payment. Do not install random APKs or share an existing traveler’s wallet identity to bypass restrictions.
If a wallet’s overseas card is declined, distinguish issuer failure from merchant restrictions. China’s guide advises contacting the payment product’s customer service or the bank issuer when card binding fails. Your home bank may also block unfamiliar international authorizations until you confirm the activity.
Hotel deposit or card declined at check-in
A hotel payment failure can involve three different transactions: the room charge, a security/incidental deposit, or a card pre-authorization. Ask the front desk which one failed before trying another payment method.
| What failed? | What to ask | Fallback |
|---|---|---|
| Room payment | Is the reservation still active, and which payment methods does this property accept? | Use another accepted card/wallet or RMB cash if the property accepts it; contact the booking platform before cancelling a prepaid/confirmed reservation. |
| Security / incidental deposit | How much is required, is it a charge or authorization hold, and which methods can be used for the deposit? | Ask for another accepted method. Do not assume the same payment method used online must work for the deposit. |
| Card shows a pending authorization but desk says failed | Did the hotel receive an approved authorization reference? | Stop repeated retries until the hotel and issuer confirm the status, to reduce duplicate holds. |
| Foreign card not accepted by the terminal | Does the hotel support Visa/Mastercard/UnionPay directly, or only domestic card rails on that terminal? | Ask about another official terminal, wallet or RMB cash route rather than sending money to a staff member's personal account. |
China's Ministry of Commerce accommodation guide lists RMB cash, bank cards, Alipay and WeChat among hotel payment methods and specifically tells foreign travelers to ask in advance whether Mastercard, Visa or other international cards are accepted. That does not mean every property must accept every method for every deposit. Official accommodation payment guide.
- Before arrival: ask whether the property requires a deposit and what methods it accepts.
- At the desk: separate “card declined” from “authorization pending.”
- If the booking may be cancelled: contact the platform before you voluntarily cancel or pay for another hotel.
- At checkout: keep the deposit receipt or authorization slip until the hotel confirms release/refund handling.
For hotel-specific booking problems beyond payment, use the hotel check-in recovery guide.
Transport when payment QR codes stop working
Your transport card or metro ticket may be independent of Alipay’s wallet QR code. For instance, Shanghai’s August 2026 government guide says station service centers across its metro system have card-payment terminals for tickets, including several supported overseas networks. Eligible contactless bank cards and supported transport products are additional options on applicable lines. Check the station signage and staff instructions for the actual network and entry method. Official Shanghai Metro payment guide.
For a metro journey, use this order:
- Ask whether you can buy a single-journey ticket at the staffed counter.
- Check if your foreign card works directly at that terminal.
- Ask if a stored-value transit card can be bought/loaded with available payment methods.
- If those fail, ask station staff for the official cash or ticket-vending option currently in service.
Do not treat Shanghai’s options as a nationwide promise. Beijing and other cities have their own acceptance rules, and airport rail links may be subject to separate ticketing. Check the local transport operator for your route.

What to do if you were charged twice or the merchant received nothing
First determine whether either payment actually settled. App transaction history, bank pending authorizations and merchant receipts are not interchangeable evidence.
- Save the checkout facts: amount, currency, date and local time, merchant, order reference, wallet screenshot and masked payment method.
- Ask the merchant to verify its receipt using the original order, not only a casual glance at the cashier screen.
- Check both transaction histories: wallet status and issuer/card status. A bank hold can appear before settlement.
- Report a discrepancy through the official wallet support channel and ask your bank for clarification where necessary.
- Avoid initiating an unjustified chargeback or repeated payments until you understand the status and relevant terms.
If you need to leave but the merchant says payment was not received, discuss a documented alternative directly with staff. Do not send money to a personal QR code supplied by an unverified intermediary.
Prepare a fallback before arriving in China
| Before departure | Why it matters | How to check |
|---|---|---|
| Confirm your bank’s overseas purchases and ATM access | Issuer declines cannot always be repaired by changing wallets | Bank-issued travel or security settings |
| Keep your home-number verification method working | OTP may still go to your existing overseas number | Home carrier SMS roaming and bank app |
| Install Alipay/Weixin Pay from official sources if eligible | An alternative wallet is useful only if registration works | App store, test authorization and supported cards |
| Set up reliable mobile data | Most QR payments need a working connection | CTD eSIM and connectivity guide |
| Keep an independent foreign card | POS checkout may be available when QR payments are not | Card networks, international fees and issuer authorization |
| Plan a small RMB cash backup | Physical payment if both app and connection fail | Authorized exchange location or network-compatible ATM |
| Know one no-app transport fallback | Airports and metros can have separate ticket desks | Actual airport/metro operator guide |
The best contingency plan is redundant methods that fail for different reasons. Two apps linked to the same blocked issuer may fail together; two cards from different issuers, supported cash, and a working data connection reduce single points of failure.
FAQ
Do Chinese shops accept foreign Visa or Mastercard directly?
Some do. Check the merchant’s POS terminal and supported network logos; acceptance is not universal. The national guide and Shanghai 2026 payment rules explicitly distinguish card payment from mobile wallets.
Will RMB cash work if Alipay fails?
RMB cash is a recognized payment option under official visitor guidance. Some vendors may have limited change or specific checkout constraints, so keep modest small-denomination notes and confirm the exact transaction with the cashier.
Can I withdraw cash using an overseas bank card?
Often, at an ATM that displays the relevant international card network, subject to issuer and ATM restrictions. Fees, conversion and limits vary; verify the machine and your issuing bank.
Why is my overseas bank card linked but still not paying?
Binding authorization, merchant eligibility, card limits, bank risk rules and identity verification are different stages. Use the actual error message, wallet support and your issuer. See Alipay verification troubleshooting.
Does Alipay charge a fee over RMB 200?
Shanghai’s September 2026 municipal guide says overseas-card transactions at or below RMB 200 are generally exempt from the platform service fee; transactions above RMB 200 may have a 3% platform fee on the full amount, subject to promotional exemptions and your current payment screen. This is distinct from bank foreign-exchange fees. Official Shanghai pricing guidance.
What if both my phone and mobile data stop working?
Prioritize a licensed staffed counter, a compatible physical bank card or RMB cash. Fix connectivity through your carrier, hotel or an official service counter once the immediate payment is settled. See Do you need a Chinese phone number?.
