Alipay Metro QR Code Failed to Activate? Fixes and Ticket Options
Quick answer · Checked October 11, 2026
If shop payments work but Alipay Transport → Metro refuses your overseas phone number, this is usually a city transit-pass activation task, not proof your whole account has failed. Check the correct city, international number format and SMS stage once. If it still fails, use a station ticket or officially supported bank-card tap instead. You do not need to keep retrying verification at the fare gate.
Choose by what failed
QR cannot activate
Check city + number, then use official ticket fallback.
QR exists, gate rejects it
Show staff your live city Metro QR; request assisted ticketing.
All card payments fail
This is another problem: follow the payment-failure guide.

Is this an Alipay problem or a metro-pass problem?
Look at the screen, not the symptom label. The ordinary Alipay Pay/Collect merchant QR and the Transport (出行) → Metro (地铁) QR are different products. Linking a foreign card may allow a shop purchase while a local transit operator requests an additional city-specific authorization, mobile verification or permission to debit the account.
In a real foreign-traveler question, Alipay’s metro card asked for a “valid number.” Removing the leading zero did not deliver the SMS to the user’s UK number. Other travelers reported using a physical transit card instead. This is firsthand friction, not an official claim that international SMS never works.
| Error at the gate or in Alipay | What it suggests | Best immediate move |
|---|---|---|
| “Enter valid number” before SMS | Phone format or city-specific eligibility | Check country prefix and digits once; prepare another way to pay |
| Phone accepted, no SMS | Delivery, home SIM, roaming or transit verification | Check whether your home SIM receives texts; stop endless retries |
| No Metro under Transport | Wrong city or service | Select actual city and Metro—not Bus, Taxi or Pay/Collect |
| QR exists, gate says invalid | Wrong city code or fare-gate error | Ask station staff; buy a single-journey ticket if necessary |
| Stores and transit both fail | Account, card or bank authorization issue | Open Alipay verification failed |
Check the city, international number and SMS in that order
- Open Transport / 出行 and confirm the city where you are about to use the metro. A Beijing transit QR is not a Shanghai code.
- Choose Metro / 地铁. Do not use the normal merchant QR at a metro turnstile.
- At an international number prompt, choose your country calling code. Remove a leading domestic trunk zero only if that is correct for your country. A UK local-format 07… number, for example, generally becomes +44 7…; other countries have different rules. Do not apply this example to every country.
- If the number is accepted but no one-time code arrives, check the home SIM, mobile roaming/SMS reception and the actual verification instructions. A data-only China eSIM does not itself provide your original phone-number SMS inbox.
- If the operator refuses the account or still sends no code, stop and use a supported ticketing option. Never send an OTP, passport photograph or bank-card password to a stranger offering to “activate the metro”.
A successful identity check in general Alipay is not evidence your city’s transport contract has been approved. Screens differ by operator and app version, so do not trust a screenshot from a different city.
Shanghai: three official fallback routes
The Shanghai Municipal Government’s August 2026 metro guide offers a clear alternative if Transport activation fails:
- Single-journey ticket at the service centre. Shanghai says all metro station service centres have bank-card terminals for ticket purchasing and list supported overseas Visa, Mastercard, American Express, Discover, Diners Club and JCB cards. Issuer approval remains necessary.
- Metro Daduhui / 大都会. Shanghai’s official metro app supports its own QR journey flow with available Alipay/WeChat and some international-card channels. It has its own eligibility and setup requirements—do not assume it will bypass every blocked phone.
- Shanghai Public Transportation Card or another currently accepted tap-to-ride option. Check the designated gate or service desk for the current network logos.
Shanghai’s official visitor transport briefing also covers supported foreign-card contactless entry and single tickets. Do not force an Alipay ride-code solution if a valid alternative is in front of you.
Beijing: a supported overseas contactless card may replace the QR
According to the Beijing government’s March 2026 update, Beijing’s subway supports contactless entry, ticket purchase and top-up for the five networks UnionPay, Mastercard, Visa, JCB and American Express. Use the fare gate showing your card’s supported logo, confirm your card is enabled for contactless payments and keep it for the rest of the journey.
If the tap fails, do not retry the same declined card indefinitely. Ask a station worker for a supported staffed-ticket alternative and check the issuing bank’s authorization. The Shanghai and Beijing provisions are city-specific; do not claim every Chinese city offers identical bank-card access.
What to show the station worker
我是外国游客,支付宝地铁乘车码无法开通,境外手机号收不到验证码。请问可以刷国际银行卡,或者在这里购买单程票吗?
I am a foreign traveler. My Alipay metro code will not activate because my overseas phone is not receiving the verification code. Can I tap an international bank card or buy a single-journey ticket here?
Show the city and actual error. If you save screenshots for a support case, cover your phone number, OTP and financial details.
After you complete today’s journey
Check your Alipay transaction history so you do not accidentally pay twice, and use official help for the city’s transit service when you have reliable internet. Treat authorization, an issued transport QR and a successful gate entry as separate steps. Do not describe every SMS error as a general Alipay bank-card restriction.

Frequently asked questions
Does a working Pay QR guarantee the metro Transport QR?
No. The merchant and city transit services have different authorizations and possible phone requirements.
Can I activate an Alipay Metro QR while outside China?
Possibly, depending on the city’s available registration and verification process. A user report about a failed overseas SMS is not a nationwide restriction.
Can I scan my ordinary merchant QR at the turnstile?
No. Use a valid city transit QR, accepted contactless card or legitimate metro ticket.
What if I am already standing at a Shanghai Metro station?
Ask for a single-journey ticket or another supported payment option at the service centre. The Shanghai government explicitly documents this path.
