Custom FPV Drone Not Listed on China UOM? Registration Rules (2026)
Quick answer · Checked October 13, 2026
A custom or self-built FPV drone is not automatically exempt from China's UOM real-name registration and activation rules just because it lacks a mass-market brand. CAAC's April 2026 interpretation explicitly discusses self-built aircraft and producer/owner responsibilities. But an unlisted model does not justify inventing a manufacturer, product serial or registration number. We have not verified a complete foreign-passport, custom-aircraft submission in today's live UOM interface; if the legal registration/activation path remains unresolved, do not fly.
Why “my FPV model isn’t listed” is not a complete answer
First identify which of these describes your aircraft:
| Your situation | What to investigate |
|---|---|
| A commercial FPV kit or finished model from a small manufacturer | Whether the model exists under another formal brand/model and what legitimate producer serial applies |
| A home-assembled quad with purchased flight controller, frame and radio parts | Whether the self-built producer path applies, who is producer versus owner and which identification is lawfully assigned |
| A modified registered commercial drone | Whether the modification changes the registered identity, configuration or applicable rules; do not silently use the old details |
| A known model whose registration is pending or rejected | This is a review-status issue, not necessarily a missing-model issue; see pending/rejected UOM registration |
A seller’s SKU, radio-controller serial, flight-controller identifier and the UAS product serial required for registration are not necessarily interchangeable.
What China actually changed in 2026
The Civil Aviation Administration of China (CAAC) published its interpretation of the mandatory real-name registration and activation standard on April 21, 2026.
The interpretation expressly includes individually assembled, modified and self-produced aircraft within the relevant scope, rather than exempting them by origin. It explains that the standard took effect May 1, 2026, with a 12-month transition for relevant aircraft sold and in service before that date. Applicability and exemptions depend on the standard’s actual scope; do not use the old “under 250 g always exempt” rule as a blanket answer.
The detailed CAAC standard interpretation PDF distinguishes responsibilities: the owner is responsible for completing real-name registration before use; the producer/self-builder and its aircraft system carry the technical activation/interface obligations. The UOM platform is not just a decorative sticker generator.
These requirements are distinct from airspace access and flight authorization. Even a registered, activated aircraft can be prohibited from flying at a particular location.
The key distinction: owner registration vs manufacturer/producer activation
| Responsibility | Why the custom builder should care |
|---|---|
| Owner real-name registration | You must register truthful ownership and aircraft details where required |
| Producer or self-builder identification and technical activation | Depending on the applicable standard, an aircraft or producer system needs to communicate required status through UOM-compatible procedures |
| Flight location and permission | The registration state does not override a prohibited airspace, municipal rule or flight-approval condition |
CAAC describes different technical interaction methods for producers. That does not mean the traveler-facing owner account has a proven “Other model” button which solves every custom-FPV case.
What to do when UOM does not show your model
- Stop before submitting a false match. Do not select a popular DJI product, borrow another serial, or invent a registration number.
- Record the actual make or self-built status, flight controller, frame/aircraft model description, intended configuration, weight/category, true aircraft identifiers and any purchase/assembly records.
- Determine whether you need to proceed as an owner or whether there is an outstanding producer/self-builder model and activation requirement. Read the CAAC interpretation linked above.
- Use the official UOM website for the current lawful registration route. We do not certify a foreign-passport-specific self-build shortcut without a live confirmed submission.
- If the model cannot be found or the system rejects the category, save a redacted screenshot of the error, URL and local timestamp. Never send your full passport or access password to strangers in a public forum.
- Ask the official platform or CAAC support what producer/model identifier and process applies to a privately assembled aircraft owned by a foreign-passport holder. Preserve the response.
- Until you can meet both relevant registration/activation requirements and local flight rules, treat the flight as not cleared.
For known commercial aircraft with a serial mismatch, use UOM model and serial troubleshooting. For the standard foreign-passport process, see the site’s separate step-by-step registration guide. This article intentionally does not lengthen or replace its established workflow.
Questions to send official support
I hold a foreign passport and own a self-assembled FPV civil drone. Its model is not in the UOM selection list. Which official process applies to self-built producer/model data, product identifier, real-name registration and activation? Can a foreign-passport account complete it, and what truthful evidence should I provide?
Keep support correspondence, genuine records and original aircraft details. Do not assume a reply from a third-party seller is a regulator’s approval.
Before bringing the FPV quad on the trip
Registration, flight permission and airline carriage are separate decisions. Check your airline’s battery and carry-on requirements, and confirm whether the specific destination permits the intended drone flight. The CAAC registration rules do not grant access to all China airspace.
Continue with China drone flight permit guide, UOM flight map and flying with drone batteries to China.
Frequently asked questions
Is a homemade drone exempt because it has no brand?
No blanket exemption follows from being homemade. CAAC explicitly addresses self-assembled aircraft; applicability depends on actual scope and any exemption in the current standard.
Can I pick “Other” or enter any serial to pass registration?
Never fabricate aircraft identity details. We have not verified a general official foreign-passport custom-FPV “Other” workflow that would make such a claim safe.
Does a UOM registration sticker mean I can fly in any Chinese park?
No. Owner registration/activation and flight-location permission are separate requirements.
Is a producer/model registration the same as my owner registration?
No. CAAC distinguishes the owner’s registration obligation from producer or self-builder technical activation/interface duties.
What if official support cannot identify a valid path?
Do not fly the aircraft under an unresolved registration/activation condition. Ask the regulator for a documented permitted route, or travel without using that aircraft.
